Need for Residents Parking in the Harrington Road area

We the undersigned petition Brighton & Hove Council to undertake a residents parking consultation in the Harrington Road area.

The Harrington Road area has no residents street parking. Residents without their own drives or hard-standings often have to park a considerable distance from their home. (This area includes Harrington Rd, Bavant Rd, Harrington Villas, Cornwall Gardens and Varndean Rd).

Pressure on parking in this area and the roads close to Preston Park station has reached untenable levels due to commuters, ad hoc ‘park and ride’ shoppers, holiday makers and the introduction of new residents parking schemes. Daily commuters often park before 7am and don’t move their cars again until after 7pm, and holiday makers frequently leave their cars for weeks at a time. The majority of the surrounding roads already benefit from a residents parking scheme and others will probably be added to these schemes. This means the Harrington Rd area will be surrounded by residents parking putting huge pressure on the already very limited free parking in the Harrington Rd area.

During a recent residents consultation across the Fiveways and Surrenden area, many residents voted not to have residents parking on these streets. However, many residents did not realise that road would be considered on the basis of smaller geographical areas, rather than as part of an overall area. As a result parking schemes have been introduced on some of the roads in this area, pushing generally available (i.e. non-resident) parking into an ever shrinking catchment area.

Now there is a further resident parking consultation underway for the Preston Village area and Loder Road & Balfour Road area. If this is accepted, the pressure in the Harrington road area will be even worse.

This petition is being undertaken to revisit a resident parking scheme for the Harrington Road area, to allow those who live on these roads to be able to park near to where they live. We thank you for reviewing this petition and considering.

Response provided to the Environment, Transport & Sustainability Committee meeting on 17 January 2017:

“Thank you for your petition.
Officers are currently working on parking scheme consultations in the Hanover & Elm Grove area, Craven Vale area and West Hove area with the Hove Park area to follow soon.
As residents of a number of roads across the Harrington Road area have signed the petition, we will look to include this area within the parking scheme priority timetable. This would be alongside the relevant adjoining section of Surrenden Road although concerns about displacement further up that road would need to be addressed.
The current parking scheme priority timetable runs up to 2018 (for completion of schemes) and officers will be presenting a report to this Committee later in the year on an updated timetable based on requests such as this.”
