Honorary Freedom of the City

To consider that, in accordance with Section 249(5) of the Local

Government Act 1972, the admittance of:

(i)   Sir Peter Field as an Honorary Freemen of the City of Brighton and Hove in recognition and appreciation of his service as Lord Lieutenant and support to the City;

(ii)   All those who helped during the Covid-19 Pandemic as Honorary Freepersons of the City of Brighton and Hove in recognition of their distinguished service.

Minutes:

13.1         The Deputy Mayor stated that the first item of business was to consider admitting Sir Peter Field as Freeman of the City of Brighton and Hove in recognition and appreciation of his service as Lord Lieutenant and support to the City.  She would call on the Leader of the Council and the Leaders of the two opposition groups to move and jointly second the motion.

 

13.2         Councillor Mac Cafferty moved the motion to admit Sir Peter Field as an Honorary Freeman of the City, and this was seconded by Councillors Appich and Bell.

 

13.3         The Deputy Mayor thanked the Leaders for their comments and stated that in accordance with the relevant legislation a motion to admit Sir Peter Field as an Honorary Freeman had been moved and seconded. She would therefore put the motion to the vote, bearing in mind that not less than two-thirds of the Members voting needed to be in favour of the motion for it to be carried.

 

13.4         The Deputy Mayor confirmed that the motion had been carried unanimously and declared that Sir Peter Field has been duly admitted as a Freeman of the City of Brighton and Hove.

 

13.5         RESOLVED: That Sir Peter Field be appointed an Honorary Freeman of the City of Brighton and Hove.

 

13.6         The Deputy Mayor stated that before she called on Freeman Field to come forward, there was a short 5-minute film to show.

 

13.7         The Deputy Mayor then invited Freeman Sir Peter Field to come forward to receive the scroll and to say a few words.

 

13.8         Freeman Sir Peter Field thanked the Deputy Mayor and all Members both present in the Chamber and those watching the web cast and stated that it was a real honour and one he was very humbled to receive. He also wished to thank his wife, Margaret for her continued support and stated that it was also an honour that he knew his family would be very proud of.

 

13.9         The Deputy Mayor thanked Freeman Field and stated that she would  now move to the second item of business to consider inviting all those who helped during the ongoing Covid-19 pandemic to be admitted as Honorary Freepersons of the City of Brighton and Hove. She stated that a number of individuals from the public, business and voluntary sector had contributed to the fight against the covid-19 pandemic. Many have shown inspirational, selfless devolution in supporting Brighton & Hove during what has been one of the most challenging periods in its history.

 

She was delighted that those present in the Council Chamber were being joined virtually by representatives from organisations across the city, including our universities, local charities and many council staff. She wished to personally thank them for their efforts during the pandemic and being on the front line in the city’s response against Covid-19.

 

13.10      The Deputy Mayor then called on the Leader of the Council and the Leaders of the two opposition groups to move and jointly second the motion.

 

13.11      Councillor Mac Cafferty moved the motion to admit those persons who had helped during the pandemic to be admitted as Freepersons of the City and this was seconded by Councillors Allcock and Bell.

 

13.12      The Deputy Mayor stated that the motion to admit those who helped during the ongoing Covid-19 pandemic as an Honorary Freepersons had been moved and seconded in accordance with the relevant legislation. 13.14      RESOLVED: That those persons who helped during the ongoing Covid-19 pandemic be admitted as an Honorary Freepersons of the City of Brighton and Hove.

 

13.15      The Deputy Mayor then invited the Chief Executive to come forward to receive the scroll on behalf of all of those who had helped during the pandemic.

 

13.16      The Chief Executive thanked the Deputy Mayor and stated that he was accepting the honour on behalf of everyone and would ensure that the scroll was put on display in Hove Town Hall and that copies would be made available to those organisations and others as appropriate. He noted that the Council was only a small cog in what was a huge response to the situation and he hoped that many individuals, community groups and organisations would be formally recognised as part of the celebratory process that had been launched and would be reported to future council meetings.

 

13.17      The Deputy Mayor thanked the Chief Executive and all those for attending both in person and virtually and closed the meeting.
