Confidential Minutes of Meeting- 7 February 2018

Non – Public Minutes of the meeting held on 7 February – Exempt Category 5

Minutes:

115        CONFIDENTIAL MINUTES OF MEETING – 7 FEBRUARY 2018 – EXEMPT CATEGORY 5

 

115.1    The Committee resolved that the public would be excluded from the meeting during their deliberations as to whether or not the minutes of the meeting held on 7 February 2018 be released into the public domain.

 

115.2    Following discussion it was agreed that the minutes and the supporting documents considered by the Committee at that meeting be approved in redacted form and appended to the minutes of this meeting.

 

115.3    The Committee considered the circulated draft minutes  of the meeting and Councillor Theobald  requested that specific mention be made of the fact that she had not been present during discussion or voting in respect of the s106 elements and it was agreed that amendment would be made.

 

115.4    Councillor Miller requested that additions be made to the minutes to reflect the information given in relation to the break down of the S 106 contributions in respect of the expert advice given as Councillors Mac Cafferty and Littman had sought clarification of those matters. Councillor Miller considered that it was important  that this information was released into the public domain in so far as  it was practicable to do so as it was important for local objectors particularly those representing the Deans Preservation Society to be aware of the rationale for the Committees decision.

 

115.5    Councillor Moonan referred to own remarks requesting that they be modified slightly if they were to be released into the public domain.

 

115.6    The Legal Adviser to the Committee, Hilary Woodward confirmed that she would be happy for the minutes with a agreed amendments and any redactions as agreed to be released and that that also applied to the content of her report and the advice received from Counsel subject to minor redactions to ensure that they did not contain information which could be beneficial to the applicants.

 

115.7    Councillor Gilbey wished it to be noted hat she had not been in attendance at the meeting on 7 February. This was noted .

 

115.8    It was recommended by the Chair that the amended minutes in both redacted and non- redacted form be circulated to members for final approval following which a redacted document pack could be attached as a supplement to that days agenda papers and posted on line with an explanatory note. Copies would be circulated to all interested parties at that time. Members were in agreement with that course of action and the Democratic Services Officer, Penny Jennings, confirmed that she would re-circulate the necessary paperwork to members as soon as possible and would advise members when the agreed information had been placed in the public domain.

 

115.9    RESOLVED – That the redacted minutes and document pack including counsel’s advice be circulated to members for approval as soon as practicable and that members be informed when that information would be available for public viewing
