Public review of Elm Grove/Lewes Road junction

We the undersigned petition Brighton & Hove Council to urgently undertake a thorough review of the junction of Elm Grove and Lewes Road, involving public engagement on a wide range of options for making the junction safer for people on bikes and on foot.

The current junction at the bottom of Elm Grove is dangerous for people cycling, as tragically shown by the collision on Saturday 9th July, which resulted in a cyclist being seriously injured by a lorry turning left across his path.

The junction is also slow and difficult to use for people on foot. The multi-stage pedestrian crossings and railings obstruct the natural flow of people walking across the junction. People often avoid the crossings and cross at more convenient places.

The review should include a wide range of options for improving the junction, with the aim of making it safer and more convenient for people using healthy and non-polluting forms of transport. In particular, the review should include consideration of:
- Simultaneous green lights for cycling only. This is a system that is commonly used at road junctions in the Netherlands. - Removing railings
- Straightening the pedestrian crossing on Lewes Road, just north of Elm Grove
- Adding a pedestrian crossing south of Elm Grove (improving access to Park Crescent surgery)
- Protected cycle infrastructure, connected with the cycle paths at the Level, enabling people on bikes to cross or bypass this junction without conflict with other road users.

"Thank you for your petition.

An upgrade of the Elm Grove/Lewes Road junction is currently on the Local Transport Plan Programme that was agreed last Autumn and is due for completion in 2016/17.
The project is in its early stages but it is anticipated that the project will include an upgrade of the traffic signals to improve the efficiency of the junction as well as the introduction of cycle advance signals. As part of the process we will also conduct a safety review to ensure that safety is maximised for all users.

Due to timescale and budget constraints it will not be possible to conduct a full, wide-ranging public engagement on multiple options however we will liaise with all of the important stakeholders and immediate frontagers such as the ones you have suggested as appropriate.
