Hollingbury Road Resident Parking Consultation
* The extension of zone J north of Fiveways would result in an increase in parking demands on Hollingbury Road, which is already at full capacity and is placing residents under intolerable and unacceptable pressure.
* Hollingbury Road is used for car parking by some residents of existing CPZs who use the road for parking second cars or trade vehicles. Parking by staff from the BHCC Hollingdean Depot and nearby industrial and commercial sites adds significantly to the parking problems in Hollingbury Road.
* Hollingbury Road, if excluded from a zone J extension, will become the free parking area of choice for Fiveways shoppers and customers of the Fiveways public house and restaurants; this will put even greater parking pressure on the road.
* Hollingbury Road is the nearest free parking road, in this area, to the controlled zones that are closer to the city centre and is, therefore, used as a convenient all-day car park for visitors, or those working in the city.
* Hollingbury Road has a large number of dwellings in multiple occupation (HMOs), thus there is a requirement for the maximum parking capacity for the road's residents and this can only be achieved by controlled, managed parking.
* Hollingbury Road has a real and genuine need for a resolution of its parking and traffic related problems that significantly and adversely affect the quality of life and environment of its residents.
* In submitting this petition it is recognized that if Hollingbury Road is included in an extended zone J there will be an impact on other residential roads in lower Hollingdean. We would urge BHCC to consider widening the scope of the consultation to the lower Hollingdean roads.
