Decision:

That Policy & Resources Committee authorises the making of a non-immediate direction under article 4 of the Town and Country Planning (General Permitted Development) Order 1995 (as amended) to remove the permitted development right to change the use from offices (B1a) to a dwelling house (Class C3) in the areas identified in Appendix 2 for the reasons outlined in this report.

Minutes:

19.1         The Head of Planning & Public Protection introduced the report which sought authority for making an Article 4 direction to remove the government’s recently introduced temporary permitted development rights under planning legislation for changes of use from offices (B1a) to residential uses (C3), in certain parts of the local authority area.  He outlined the areas to be included and noted that it would not come into effect for a year and that there were already a number of pre-applications in the system.

 

19.2         The Chair welcomed the proposal and the defined area which he hoped would help to ensure that Brighton and Hove did not become a dormitory city.  He then put the recommendations to the vote.

 

19.3         RESOLVED: That Policy & Resources Committee authorises the making of a non-immediate direction under article 4 of the Town and Country Planning (General Permitted Development) Order 1995 (as amended) to remove the permitted development right to change the use from offices (B1a) to a dwelling house (Class C3) in the areas identified in Appendix 2 for the reasons outlined in this report.
